The line that I quoted in my comment was this (emphasis mine):

It is not true that "any system that implements party lists" has lists that are "put together hundreds of kilometres away from the electors it affects."

I am glad to hear that you have no objection to forms of proportional representation that don't involve closed, non-regional lists, though.
