I've not looked at the report, but it would make sense to me - more taxes = more revenue = better programs (well, you'd hope anyway).
Not that i'd advocate a massive tax increase, but ideally, i would like to see the GST not simply restored to the original 7%, but increased more than that - maybe up to 10% or 12%, but personal taxes cut.
That's what's irking me so much about the knee jerk reaction in Ontario to the Liberal gov't's plans to try to harmonize the GST and PST. First of all, it won't happen for at least a year, and second, they're offering personal tax cuts in return. So it won't go into effect "during the recession" (let's hope things are picking up nicely a year from now).
